"Member Access" is used for an increasing number of functions, like member's own information, making contributions to the Rotary Foundation, allowing club officers to update club and member information, access to RI-CAS forums and to download RI Club Administation Software, and other. See our "Updating RI" page for how to do some of that.
BEFORE you start to register, a Rotarian needs:

Rotary ID numbers can be located in a variety of ways
Your secretary should have your club and your member number from the last RI semi-annual return listing, or preferably have put it into your RI-CAS database.
Particularly for very old clubs (eg RC Sydney), the Club ID number is NOT the same as the Charter Number. RI aligned all club numbers as a consistent five digit number unrelated to order of charter at that time.
If either your president or secretary are registered for Member Access, they can look up and amend the details for you. They will have extra menu options for club information once they log in to the Member Access area. If the DG or District Secretary are registered for Member Access, they can look up but not amend the details.
You can request your ID numbers by contacting the Department of Data Services at data@rotary.org or contact the RI SPPO (RI South Pacific & Philippines Office) at Parramatta.
Note that the RI web FAQ page mentions that subscribers to The Rotarian or Rotary World (but not regional magazines) can find their member ID on the mailing label. It is the first eight digits directly above your name. It is NOT the number on your Rotary Down Under magazine label, which is a RDU number.
